REACH Guide

Are you a manufacturer, importer or user of chemical substances?
Then you are affected by the new REACH regulations!

REACH guide The REACH regulation No. 1907/2006/EC (Registration, Evaluation and Authorization of CHemicals) sets up a single regulatory system for the registration, evaluation and authorization of chemical substances.

Its main aim is to protect human health and the environment through improved knowledge of the properties of chemical substances and better control of the risks related to their use.

All chemicals are concerned, whether dangerous or not. Additionally those substances which are of very high concern are subject to authorisation and restriction systems.

While the chemical industry sector is in the front line as regards this regulation, all the players in the supply chain (formulators, importers or downstream industrial users) are affected.

Since December 1st, 2008, chemical substances may no longer be manufactured, imported or used, either on their own or in a preparation, no matter how dangerous they may be, unless they have been pre-registered or registered.

Pre-registration over the time frame from June 1st to December 1st 2008, allowed businesses to take advantage of the registration deadlines for the phase-in regime.

To help you to understand the stakes of the REACH regulation better, the Enterprise Europe structure at the Lower Normandy Regional Chamber of Commerce and Industry has produced a guide:
« REACH: Registration, Evaluation and Authorisation of CHemicals : 30 Answers to help you comply with the European regulations »

In particular this handbook answers the following questions :

  • Why have new regulations on chemical substances been brought in ?
  • What diagnostics will help me to identify my situation with respect to REACH ?
  • I manufacture, import and/or use articles; how do I comply with REACH ?

The handbook was produced with the assistance of Enterprise Europe Network at the Strasburg and Lower Rhine Chamber of Commerce and Industry, the Normandy Chemical Industry Union (UIC) and the REACH helpdesks (national support services) in France and Luxembourg and with the financial and technical support of the DRIRE (Regional Directorate for Industry, Research and the Environment) in Lower Normandy.
